The above link Lists all the public mangaged ranges
The Cleaveland national forest and surrounding BLM lands have area’s that allow target shooting and it is an approved activity unless posted otherwise. Just folow the rules for shooting and you shouldn’t have problems.

I’m currently in high school and have taken photography and ceramic classes but I’ve always wanted to learn how to work with glass. There is a class offered at Palomar College but I don’t know how to go about enrolling or if I’d even have time. I drive and have a car so transportation isn’t a problem. I’m really enthusiastic about 3D art and forms. However I don’t really know what to expect so advice/shared experience would be really helpful. Thanks!
Whether you have time is your own decision. But I can tell you that unless you are willing to spend a substantial amount of time at it, glass blowing is not for you. You can also investigate lamp working instead of glass blowing. It requires less equipment and you therefore might find classes more easily. It is popular for making glass beads but can also be used for making quite sophisticated sculpture - though the scale will be comparatively small.
Generally you can take any college class with the permission of the instructor if you are enrolled as a non-degree seeking student. However, not all universities allow high school student to enroll, some do if you can prove you are very good.
If you are just enthusiastic about anything 3D, why don’t you look what classes are offered at community art centers? But generally if you want to get good at any 3D art skill you will have to invest a lot of hours to get skill and experience. If you have doubts that you have time, look at of the things outside of school you do always make time for and see whether that is something you should invest more or less time into.
